REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 1, 2014 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2014 -05 TO <br />ALLOW THE EXPANSION OF AN EXISTING <br />NEIGHBORHOOD COMMUNITY CENTER AND <br />VARIANCE NO. 2014 -01 TO ALLOW A <br />REDUCTION IN PARKING FOR THE BOYS AND <br />GIRLS CLUB AT 950 WEST HIGHLAND <br />STREET - MATT MOLSBERRY, APPLICANT <br />I <br />CITY MA AGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />_ 9.00 F <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1s' Reading <br />❑ <br />Ordinance on 2ntl Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2014 -05 as conditioned <br />and Variance No. 2014 -01 as conditioned. <br />PLANNING COMMISSION ACTION <br />On March 10, 2014, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2014 -05 as conditioned and Variance No. 2014 -01 by a vote of 6:0 (Gartner absent) <br />to allow the expansion of an existing neighborhood community center and a reduction in the <br />required parking at the Boys and Girls Club located at 950 West Highland Street in the Multiple - <br />Family Residential (R3) zoning district. The Planning Commission made no changes to the <br />recommended conditions of approval outlined in the attached staff report (Exhibit A). <br />DISCUSSION <br />The Boys and Girls Club of Santa Ana proposes to remodel and expand an existing <br />neighborhood and community center at 950 West Highland Street. The remodel will include a <br />new game room, learning center, career development area and teen center. The applicant also <br />proposes to construct a new 1,836 square foot garage /maintenance structure on a newly <br />acquired vacant parcel immediately east of the existing Club. The approval of the conditional <br />use permit and variance would allow the facility to continue to provide needed services to current <br />and future community residents. <br />31A-1 <br />
