ZONING ADMINISTRATOR HEARING <br />MINUTES <br />NOVEMBER 28, 2012 <br />MINOR EXCEPTION NO. 2012 -02 <br />10:56 a.m. <br />Mr. Sergio Klotz, Zoning Administrator, called to order the public hearing in the City Hall <br />Ross Annex Conference Room 2001. <br />Also in attendance were: Saul Delgado, Applicant; Anita & Yvonne Terroner, Jose <br />Martinez, Ray Aragon, Jerry & Martha Alarcon and Gregorio Ornelas, Surrounding <br />Neighbors; Matt Foulkes, Management Aide; Ryan Hodge, City Attorney; and Jocelyn <br />Magalona, Recording Secretary. <br />One email was received from Patty Garcia not supporting the project. <br />Mr. Foulkes presented the staff report and recommendation for approval. <br />All of the neighbors stated their opposition to the project citing increased parking, <br />overcrowding /renters, eyesore in a one -story neighborhood, lack of privacy and <br />setbacks. Mr. Aragon presented a neighborhood petition in opposition to the project. <br />Mr. Delgado provided pictures including previous projects in Santa Ana and stated the <br />project will enhance the neighborhood; the garage will alleviate parking; and noted the <br />City has Code Enforcement to enforce code violations. <br />The Zoning Administrator provided facts and clarification regarding the project and the <br />city code requirements. The Zoning Administrator stated the second dwelling unit may <br />not be appropriate for the property and cannot find special circumstances related to the <br />property that warrants a waiver to exceed the height and encroachment into the <br />setback. <br />The Zoning Administrator denied Minor Exception No. 2012 -02. <br />The hearing adjourned at 11:54 a.m. <br />Jocelyn Maga ona <br />Recording Secretary <br />mftza \minutesQ012 \11 -28 -12 ME 12-02 2326 5 Maple. min <br />
