REQUEST • ` 1 <br />COUNCIL ACTION <br />CITY COUNCIL MEETING mfdj <br />DATE: <br />APRIL 15, 2014 <br />TITLE: <br />AMENDMENT TO AGREEMENT WITH THE COUNTY <br />OF ORANGE HEALTH CARE AGENCY FOR THE <br />HOUSING OPPORTUNITIES FOR PERSONS WITH <br />AIDS (HOPWA) PROGRAM <br />CITY MANAG R <br />Ia *eel IT, tTrl=1 ►I�7:17_[�iCii►�l <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2otl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />INI�s��t�li7�(;7�N <br />Authorize the City Manager and the Clerk of the Council to execute an amendment to the <br />agreement with the County of Orange Health Care Agency in an amount of $50,000 for a total <br />amount of $877,051 to provide services to HIV /AIDS - affected individuals in the County of <br />Orange. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its regular meeting on April 2, 2014, by a vote of 6:0, the Community Redevelopment and <br />Housing Commission approved the recommended action. <br />DISCUSSION <br />In July 2013, the City of Santa Ana entered into an agreement with the County of Orange Health <br />Care Agency in an amount of $827,051 to provide services to the HIV /AIDS- affected individuals <br />in the County of Orange. The County of Orange Health Care Agency is requesting an additional <br />$50,000 to address the needs identified in the following service areas: <br />Transitional Housing — increase request of $30,000. The need for this service <br />category varies each year. Changes in other transitional and residential housing <br />programs have resulted in an increase in clients utilizing this service. The increase <br />in funding would allow for an additional 10 clients to be served with 1,113 bed <br />nights. <br />Case Management — increase request of $20,000 with AIDS Services Foundation. <br />This service need is based on the implementation of the Affordable Care Act. <br />Clients have begun to need more assistance navigating services including housing, <br />which requires additional funding that was not anticipated at the beginning of the <br />25C -1 <br />
