REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 15, 2014 <br />TITLE: <br />RESOLUTION - AUTHORIZING GRANT <br />APPLICATIONS FOR MEASURE M2 <br />ENVIRONMENTAL CLEANUP <br />PROGRAM <br />:(]:?f:1 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on V' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the Executive Director of the Public Works Agency to submit <br />applications for funding consideration under the Measure M2 Environmental Cleanup Program <br />through the Orange County Transportation Authority. <br />DISCUSSION <br />The Orange County Transportation Authority has issued a call for projects under the Measure M2 <br />Environmental Cleanup Program (ECP). The ECP grants are for Fiscal Year 14/15 for the Tier 1 <br />Grant Program. The Tier 1 Grant Program provides $200,000 per project, up to a maximum of <br />$500,000 per funding cycle, per agency. <br />The total amount of Measure M2 ECP countywide funding is $2.8 million available over multiple <br />years to help protect Orange County beaches and waterways from transportation- generated <br />pollution (urban runoff), and improve overall water quality. The City will submit three grant <br />applications under this resolution, for a total grant request of $500,000. The City will utilize Federal <br />Clean Water Protection Enterprise funds to provide the required minimum 25% local match. <br />Including the City's match requirement, the total estimated funding package is $675,000, to cover <br />design and construction. <br />Staff is requesting authorization to submit applications for three ECP projects listed in Table 1. The <br />ECP projects develop and implement Best Management Practices for pollution control. Given the <br />importance of protecting our waterways from transportation- generated pollution, staff recommends <br />that the City Council adopt a resolution authorizing submittal of these project applications for funding <br />consideration. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />55A -1 <br />
