Include statements related to these programs as applicable. <br />7.0 <br />Housing Choice Voucher (HCV) homeownership is possible and participants are encouraged to have as a goal, however, a large funding gap exists <br />between available resources and the local for-sale market. FSS participants are still required to take homeownership classes. The Housing <br />Authority of the City of Santa Ana evaluates annually the number of IICVs that can be made available for project-based assistance within it's <br />jurisdiction of the City of Santa Ana. This will assist the jurisdiction's affordable housing needs supported by the Authority's Administrative Plan <br />and Consolidated Plan for the City of Santa Ana. During the fiscal year the Authority provided eight project-based vouchers in a project for <br />developmentally disabled individuals. <br />Capital Improvements. Based on information provided by the applicable Consolidated Plan, information provided by HUD, and other generally available <br />data, make a reasonable effort to identify tile housing needs of the low-income, very low-incorne, and extremely low-income families who reside in <br />the jurisdiction served by the PHA, including elderly families, families with disabilities, and households of various races and ethnic groups, and <br />9.0 <br />other families who are on the public housing and Section 8 tenant-based assistance waiting lists. The identification of housing needs must address <br />issues of affordability, supply, quality, accessibility, size oaf units, and location. <br />The recently completed Housing Element of` the City of Santa Ana's General Plan has identified as a goal 156 units of housing affordable to very <br />low income households and 122 units ofhousing affordable for low income households. Whereas the majority of the participants (60%) and <br />applicants (47%) only require 1- bedroom units. Of the overall renting population in Santa Ana, 45% have household of or more persons. The <br />most recent data regarding severe housing burden for renters by income level is 12% for very low, 601% for extremely low. Moderate housing <br />burden by income level is 61% very low and 82% extremely low, 50% of elderly renters are estimated to overpay for housing. Of tine l808 <br />families on the wait list 11% are disabled. 22% are elderly. SAHA is providing 8 project based vouchers in a new construction project specifically <br />for the developmentally disabled population.
