<br /> Lower payment standards <br />Use utility allowance schedule according to voucher size or bedroom size whichever <br />is lower <br />Develop separate utility allowance schedule for energy efficient units <br />In the event that SAHA decides to stop issuing vouchers as a result of a funding shortfall, and <br />SAHA is not assisting the required number of special purpose vouchers (NED families), <br />when SAHA resumes issuing vouchers, they will issue vouchers first to the special purpose <br />voucher families on the waiting list until it has reached the required number of special <br />purpose vouchers. <br />If after implementing all reasonable cost cutting measures there remains insufficient funding <br />available to provide continued assistance for current participants, SAHA will terminate HAP <br />contracts as a last resort. <br />Prior to terminating any HAP contracts, SAHA will inform the local HUD field office. <br />SAHA will terminate the minimum number needed in order to reduce HAP costs to a level <br /> <br />If SAHA must terminate HAP contracts due to insufficient funding, SAHA will do so in <br /> <br />accordance with the following criteria and instructions: <br />SAHA will terminate HAP contracts after performing a lottery to place participants in order, <br />excluding elderly, disabled, and project based families. These families will be placed at the <br />top of the waiting list and as funding becomes available they will be reinstated to the <br />program if all eligibility criteria is still met. <br /> <br />PART II: APPROACH TO TERMINATION OF ASSISTANCE <br />12-II.A. OVERVIEW <br />The PHA is required by regulation to tcertain actions or <br />inactions of the family. For other types of actions or inactions of the family, the regulations give <br />the PHA authority <br />discusses the various actions the PHA may choose to take when it has discretion, and outlines the <br />criteria the PHA will use to make its decision about whether or not to terminate assistance. It also <br />specifies the requirements for the notice that must be provided before terminating assistance. <br />12-II.B. METHOD OF TERMINATION \[24 CFR 982.552(a)(3)\] <br />Termination of assistance for a participant may include any or all of the following: <br /> <br />Terminating housing assistance payments under a current HAP contract, <br /> <br />Refusing to approve a request for tenancy or to enter into a new HAP contract, or <br /> <br />Refusing to process a request for or to provide assistance under portability procedures. <br /> <br /> <br />Page 12-7 <br />04/01/14 <br /> <br />
