For a complete list of PHA Plan <br />elements, see Section 6.0 of the instructions. <br />a. The Housing Authority of the City of Santa Ana has not made any revisions to the PHA Plan elements. <br />b. Information regarding SAHA's efforts for victims of domestic violence to obtain and maintain housing, and prevent domestic violence in <br />assisted families, in accordance with the Violence Against Women Act (VAWA) of 2005: <br />• SAHA Coordinates closely with the County of Orange's Domestic Violence Office for referrals and to ensure applicants and <br />participants are made knowledgeable of all available services <br />• Information on details of VAWA as pertaining to owner /tenant relations and evictions is given to all applicants and program <br />participants and mailed to all participating owners <br />• SAEA's Administrative Plan details restrictions on terminating assistance for victims of domestic violence, as well as guidelines <br />on terminating assistance for perpetrators of domestic violence <br />• SAHA discusses VAWA regulations with staff at least annually. <br />Hope VI, Mixed Finance Modernization or Development, Demolition and/or Disposition, Conversion of Public Housing, Homeownership <br />Programs, and Project -based Vouchers. Include statements related to these programs as applicable. <br />7.0 <br />Housing Choice Voucher (HCV) homeownership is possible and participants are encouraged to have as a goal, however, a large funding gap exists <br />between available resources and the local for -sale market. FSS participants are still required to take homeownership classes. The Housing <br />Authority of the City of Santa Ana evaluates annually the number of HCVs that can be made available for project -based assistance within it's <br />jurisdiction of the City of Santa Ana. This will assist thejutisdiction's affordable housing needs supported by the Authority's Administrative Plan <br />and Consolidated Plan for the City of Santa Ana. During the fiscal year the Authority provided eight project -based vouchers in a project for <br />developmentally disabled individuals. <br />Capital Improvements. Please complete Parts 8.1 through 8.3, as applicable. <br />8.0 <br />N/A <br />Capital Fund Program Annual Statement/Performance and Evaluation Report. As part of the PHA 5 -Year and Annual Plan, annually <br />8.1 <br />complete and submit the Capital Fund Program Annual Statement✓Performance and Evaluation Report, foam HUD - 50075.1, for each current and <br />open CFP grant and CFFP financing. <br />N/A <br />Capital Fund Program Five -Year Action Plan. As part of the submission of the Annual Plan, PHAs must complete and submit the Capital Fund <br />8.2 <br />Program Five -Year Action Plan, form HUD - 50075.2, and subsequent annual updates (on a rolling basis, e.g., drop current year, and add latest year <br />for a five year period). Large capital items must be included in the Five -Year Action Plan. <br />N/A <br />Capital Fund Financing Program (CFFP). <br />❑ Check if the PHA proposes to use any portion of its Capital Fund Program (CFP) /Replacement Housing Factor (REF) to repay debt incurred to <br />8.3 <br />finance capital improvements. <br />N/A <br />Housing Needs. Based on information provided by the applicable Consolidated Plan, information provided by HUD, and other generally available <br />data, make a reasonable effort to identify the housing needs of the low- income, very low - income, and extremely low- income families who reside in <br />theimisdiction served by the PHA, including elderly families, families with disabilities, and households of various races and ethnic groups, and <br />9.0 <br />other families who are on the public housing and Section 8 tenant -based assistance waiting lists. The identification of housing needs must address <br />issues of affordability, supply, quality, accessibility, size of units, and location. <br />The recently completed Housing Element of the City of Santa Ana's General Plan has identified as a goal 156 units of housing affordable to very <br />low income households and 122 units of housing affordable for low income households. Whereas the majority of the participants (60 %) and <br />applicants (47 %) only require 1- bedroom units. Of the overall renting population in Santa Ana, 45% have household of 5 or more persons. The <br />most recent data regarding severe housing burden for renters by income level is 12% for very low, 60% for extremely low. Moderate housing <br />burden by income level is 61 % very low and 82% extremely low. 50% of elderly renters are estimated to overpay for housing. Of the 1808 <br />families on the wait list 11 % are disabled. 22% are elderly. SAHA is providing 8 project based vouchers in a new construction project specifically <br />for the developmentally disabled population.
