RECOMMENDATION: Recommend that the City Council: 1. Approve and adopt the Negative Declaration for Environmental Review No. 01-145. 2. Adopt an ordinance approving Zoning Ordinance Amendment No. 2001-10 with corresponding site location and development standards. 3. AMENDMENT APLICATION NO. 2002-04 AND CONDITIONAL USE PERMIT NOS. 2002-01, 2002-03, 2002-04, 2002-05, 2002-06 (Ann Ni) Filed by Park/Gibbs Development Company for the Hull Family Trust to change the zone from C1 Community Commercial to C2 General Commercial at the northwest corner of Tustin and Seventeenth Streets to facilitate the construction of two drive-through restaurants, a new gas station and mini-mart with operation between 12 midnight and 5:00 a.m., a Type 20 ABC Liquor License (off-premise beer and wine), and an enclosed car wash. Adopt a resolution approving Conditional Use Permit No. 2002-04 as conditioned. 6. Adopt a resolution approving Conditional Use Permit No. 2002-05 as conditioned. 7.
