Allowable Planning, Training, and Exercise Examples Specific to Law <br />Enforcement Terrorism Prevention - oriented Activities <br />Planning Activity Examples <br />Establishment/Enhancement of Fusion Centers: <br />• Hiring an IT specialist to plan, develop, and implement the IT applications <br />necessary for the fusion center <br />• Support efforts to fully implement the Statewide fusion process, including <br />coordination between State and Urban Area fusion centers, as well as other <br />intelligence analytic entities located in the area of responsibility, such as <br />intelligence units, real time crime information and analysis centers, HIDTAs, etc <br />• Hiring contractors and consultants to make recommendations on the <br />development of capabilities at State and Major Urban Area fusion centers; such <br />centers should be designed in support of the analytic and other baseline <br />capabilities as outlined in the Global Justice Information Sharing Initiative's <br />(Global) Baseline Capabilities for State and Major Urban Area Fusion Centers <br />• Hiring privacy and security officials to plan, develop, and implement privacy anc <br />security policies necessary to support the fusion center <br />Other Allowable Planning Activity Examples: <br />• Conducting point vulnerability analyses and assessments <br />• Soft target security planning (e.g., public gatherings) <br />• Developing border security operations plans in coordination with CBP <br />• Developing, implementing, and reviewing Area Maritime Security Plans for ports, <br />waterways, and coastal areas <br />• Updating and refining threat matrices <br />• Integrating and coordinating private sector participation with fusion center <br />activities <br />• Developing and implementing civil rights, civil liberties and privacy policies, <br />procedures, and protocols <br />• Acquiring systems allowing connectivity to State, local, tribal, territorial, and <br />Federal data networks, such as the National Crime Information Center (NCIC) <br />and Integrated Automated Fingerprint Identification System (IAFIS), as <br />appropriate <br />n <br />Law enforcement terrorism prevention and protection- oriented funds may be used for <br />a range of law enforcement terrorism prevention related training activities to enhance <br />the capabilities of State and local personnel, including the following: <br />Establishment and /or Enhancement of Fusion Centers.
