An intergovernmental THIRA systern'is envisioned in <br />the National Preparedness System in which jurisdictions' respective THIRAs can inform <br />one another using a common methodological framework. Grantees should work with <br />FEMA to incorporate emerging guidance into their THIRA as it becomes available. <br />Measurement Methods <br />An approved State Hazard Mitigation Plan that includes a THIRA that has <br />been coordinated with UASI(s) located in the State <br />Reporting <br />Grantees are required to submit to the Regional Hazard Mitigation Officer <br />the State Mitigation Plan that includes the State's THIRA <br />Objective Two <br />Planning. The Comprehensive Preparedness Guide (CPG) 101 v.2 September 2010 <br />helps planners at all levels of government in their efforts to develop and maintain viable <br />all- hazards, all- threats emergency operations plans (EOPs) by engaging the whole <br />community in thinking through the life cycle of a potential crisis, determining required <br />capabilities, and establishing a framework for roles and responsibilities. All SHSP and <br />UASI grantees that maintain an EOP shall ensure their consistency with the CPG 101 <br />v2. <br />Measurement Methods <br />Completed 'Evaluation Matrix for Compliance with CPG 101 v.2 <br />September 2010' by all SHSP and UASI grantees that maintain an EOP <br />Reporting <br />Any SHSP or UASI grantee that maintains an EOP is required to submit <br />the above referenced evaluation matrix annually and is required to include <br />bi- annual updates on percentage completion of CPG 101 v.2 compliance <br />within the Biannual Strategy Implementation Report (BSIR) <br />5 <br />
