MATHCR, CA 95655 <br />NIIKC DAYTON (916) 845 -8510 <br />ACTING SECRETARY (916) 324-5902 FAX <br />CALIFORNIA EMERGENCY MANAGEMENT AGENCY <br />GRANT MANAGEMENT MEMORANDUM <br />2011 -08 <br />Date: August 18, 201 <br />To: All Cal EMA Homeland Security Grant Program (HSGP) Subgrantees <br />From: Office of Grants Management <br />RE: Operational Area and Tribal Base Rate Reductions for 2011 HSGP Funds <br />On May 19, 2011, the United States Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) announced that the FY2011 HSGP allocations to <br />every state and territory would be substantially lower than their FY2010 HSGP allocations. <br />California's FY2011 HSGP allocation of $72,983,062 is $34,515,278 ( -32 %) less than our <br />FY2010 HSGP allocation of $107,498,340. In order to distribute the FY2011 HSGP funding <br />arts in a fair and equitable manner to the 58 Operational Areas and the Tribal Association, Cat <br />EMA has decided to lower the HSGP Base Rate that is awarded to every Operational Area and <br />the Tribal Association from $100,000 to $75,000. This reduction in the HSGP Base Rate is <br />viewed as the most equitable way to distribute the federal funding cuts to all of our subrecipients. <br />The FY201 l HSGP allocations to the 58 Operational Areas and the Tribal Association have been <br />calculated on the $75,000 Base Rate plus population basis, if you have any questions, please <br />contact your Cal EMA program representative. <br />Sincerely, <br />BRENDAN A.
