Percentage of SHSP and UASI funded personnel who are engaged in the <br />NSI and have completed the training <br />Reporting <br />Submission of a certification in the BSIR indicating the number of <br />personnel involved in the NSI as well as the number of personnel who <br />have completed the required training <br />Priority Three — Maturation and Enhancement of State and Major Urban Area <br />Fusion Centers <br />One of the Department's priorities in FY 2011 is to support recognized State and major <br />Urban Area fusion centers and the maturation of the Information Sharing Environment <br />(ISE). Fusion centers serve as focal points within the State and local environment for <br />the receipt, analysis, gathering, and sharing of threat - related information between the <br />Federal government and State, local, Tribal, territorial'(SLTT) and private sector <br />partners. Building a National Network of Fusion Centers (National Network) empowers <br />law enforcement and homeland security personnel by helping them understand local <br />implications of national intelligence, thus enabling them to better protect their <br />communities. <br />A National Network also provides a mechanism for the Federal government to receive <br />information from SLTT partners, which helps create a more complete intelligence <br />picture at the National level. With timely, accurate information on potential terrorist <br />threats, fusion centers can also directly contribute to and inform investigations initiated <br />and conducted by Federal entities, such as the Joint Terrorism Task Forces led by the <br />Federal Bureau of Investigation (FBI). The 2010 National Security Strategy identifies <br />fusion centers as critical in enlisting all of our intelligence, law enforcement, and <br />homeland security capabilities to prevent acts of terrorism on American soil. <br />In support of this strategic vision, the Department is requiring recognized State and <br />Major Urban Area fusion centers to participate in an annual assessment of their <br />achievement of baseline capabilities, as outlined in the Global Justice Information <br />Sharing Initiative's (Global) Baseline Capabilities for State and Major Urban Area Fusion <br />VA <br />
