PART IL <br />AWARD INFORMATION <br />Authorizing Statutes <br />The Department of Defense and Full -Year Continuing Appropriations Act, 2011 (Public <br />Law 112 -10) and Section 2003 of the Homeland Security Act of 2002, as amended by <br />section 101 of the Implementing Recommendations of the 9111 Commission Act, 6 <br />U.S.C. 604 authorized the FY 2011 HSGP. <br />Period of Performance <br />The period of performance of this grant is 36 months. Extensions to the period of <br />performance will be considered only through formal requests to FEMA with specific and <br />compelling justifications as to why an extension is required. For more information on <br />grant extensions, see Section ll, Part I.A. <br />Available Fund <br />In FY 2011, the <br />$1,289,296,132. <br />tai amount of tunas distributed under this grant program will be <br />The available funding is summarized in the table below. <br />The specific information regarding funding allocations for the five HSGP programs are <br />detailed below. <br />FY 2011 SHSP Allocations <br />FY 2011 SHSP funds will be allocated based on three factors: minimum amo <br />legislatively mandated, DHS' risk methodology, and effectiveness. <br />as <br />Legislatively- mandated Minimum Amounts <br />Each State and territory will receive a minimum allocation under SHSP using the <br />thresholds established in the 9/11 Act. All 50 States, the District of Columbia, and <br />Puerto Rico will receive 0.355 percent of the total funds allocated for grants under <br />Section 2004 of the Homeland Security Act of 2002 (6 U.S.C. §101 et seq.), as <br />amended by the 9/11 Act, for SHSP. Four territories (American Samoa, Guam, the <br />Northern Mariana Islands, and the U.S. Virgin Islands) will receive a minimum allocation <br />24 <br />
