The inventory management plan and distribution strategy, to include sustainment costs, <br />will be developed and monitored by FEMA GPD with the assistance of the FEMA <br />Logistics Management Directorate (LMD). GPD will coordinate with LIVID and the <br />respective FEMA Region to provide program oversigh -t and_fe�cchnical assis antes if <br />relates to the purchase of critical emergency supplies under UASI. GPD and LMD will <br />establish guidelines and requirements for the purchase of these supplies under UASI <br />and monitor development and status of the State's inventory management plan and <br />distribution strategy. <br />Activities (SHSP. UASI. MMRS. CCP) <br />The whole community approach to emergency preparedness and management is a <br />more inclusive approach that embraces all facets of society. Being prepared as a <br />Nation means moving beyond a "government- centric" approach to emergency <br />management. As a team, we need to implement training activities that serve the entire <br />community while also leveraging the resources that the entire community brings to the <br />table. All training procured under HSGP must be in support of the development or <br />maintenance of an identified team or capability described and typed under the NIMS <br />where such typing guidance exists as published by FEMA. <br />States, territories, and Urban Areas may use HSGP funds to develop a homeland <br />security training program. Allowable training- related costs under HSGP include the <br />establishment, support, conduct, and attendance of training specifically identified under <br />the SHSP, UASI, MMRS, and CCP grant programs and /or in conjunction with <br />emergency preparedness training by other Federal agencies (e.g., HHS, Department of <br />Transportation). Allowable training topics include, but are not limited to, CBRNE <br />terrorism, cyber /agriculture /food security, intelligence gathering and analysis, NIMS <br />related training, citizen community and private sector preparedness, public - private <br />partnership, interoperable and emergency communications, and training for volunteers <br />and children and individuals with disabilities in disasters, pediatric medical surge, and <br />evacuation, tracking (including patients), and sheltering with particular emphasis on <br />children, keeping children with parents or guardians, addressing needs of <br />unaccompanied minors, and integrating individuals with disabilities and accessibility and <br />functional needs (i.e., those with language barriers) (See CPG 101, Producing <br />Emergency Plans: A Guide forAll- Hazard Operations Planning for State, Territorial, <br />Local and Tribal Governments, HSGP Supplemental Resource: Children in Disasters <br />Guidance, and other resources for additional information, <br />httpalwww.fema govlpdflabout/divisionslnpd /CPG 101 V2 pdf). <br />Training conducted using HSGP funds should address a performance gap identified <br />through an After Action Report/lmprovement Plan (AAR /IP) or contribute to building a <br />capability that will be evaluated through an exercise. Exercises should be used to <br />provide the opportunity to demonstrate and validate skills learned in training, as well as <br />to identify training gaps. Any training or training gaps, including those for children and <br />individuals with disabilities or access and functional needs, should be identified in the <br />AAR /IP and addressed in the State or Urban Area training cycle.
