FOREWORD: SECRETARY'S MESSAGE <br />The California Emergency Management Agency (Cal EMA) is responsible for designing and <br />implementing homeland security initiatives and ensuring that the state is ready to protect lives and <br />property by effectively preparing for, preventing, responding to, and recovering from all threats, crimes, <br />hazards, and emergencies. As a result of working together under the Homeland Security Grant Program, <br />we have made our communities safer and better prepared. <br />This year, the Homeland Security Grant Program will promote the three National Priorities, which <br />includes the advancement of whole community security and emergency management, building prevention <br />and protection capabilities, and the maturation and enhancement of the Major Urban Area Fusion Centers. <br />In addition to changes with the National Priorities, new rules for emergency operation plans, fusion <br />centers, and equipment/training procurement will be implemented this fiscal year. Throughout the <br />duration of the grant, Cal EMA's program representatives will continue to be available to assist you in <br />enhancing your homeland security programs and I encourage you to contact them for guidance and advice. <br />We have much work ahead of us as we continue to plan for both the expected and the unexpected. <br />California continues to be recognized as a national leader in homeland security and emergency <br />management and the dedicated staff at Cal EMA will continue to work collaboratively with you to <br />advance our combined efforts, which benefit our communities. <br />With your dedication and hard work, we have made significant progress and have achieved a number of <br />objectives that continue to make California a better place to live, work, and thrive.
