The results from the review process <br />may require applicants to revise submissions before the release of HSGP <br />funding. State and Urban Area Homeland Security Strategies will be examined <br />by the reviewers for context. <br />Note; Upon award, recipients may only fund Investments that were included in the FY <br />2011 IJ that were submitted to FEMA. <br />following process will be <br />make awards under the OPSG program: <br />State and CBP /BP Sector Headquarters Review. Applications, including all required <br />attachments, should be coordinated with CBP /BP and submitted by the local units of <br />government at the county level or equivalent and federally- recognized Tribal <br />governments to the SAA no later than 11:59 p.m. EST, June 10, 2011, to ensure <br />adequate time for a State review of the applications. As part of the FY 2011 OPSG <br />application, FEMA will provide the SAA with a template for the Inventory of Operations <br />Orders. <br />FEMA directs the SAA to adequately consider applications from federally- recognized <br />Tribal governments. The Inventory of Operations Orders must be submitted to FEMA <br />with the applicable Operations Orders no later than 11:59 p.m. EDT, June 20, 2011. <br />Federal Review: <br />• FEMA will verify compliance with all administrative and eligibility criteria identified <br />in the application kit, to include the required submission of Operations Orders <br />and Inventory of Operations Orders by the established due dates. <br />• FEMA and CBP /BP will use the results of both the risk analysis and the Federal <br />review to make recommendations for funding to the Secretary of Homeland <br />Security. <br />Note: The recipient is prohibited from obligating or expending funds provided through <br />this award until each unique and specific county level or equivalent Operational <br />Order /Fragmentary Operations Order with imbedded estimated operational budget has <br />been reviewed and approved through an official email notice issued by FEMA removing <br />this special programmatic condition. <br />Funds Transfer Restriction. The recipient is prohibited from transferring funds between <br />programs (SHSP, UASI, OPSG, MMRS, and CCP). <br />57 <br />
