FINAL ENVIRONMENTAL IMPACT REPORT NO. 2010 -01, AMENDMENT <br />APPLICATION NO. 2014 -01AND GENERAL PLAN AMENDMENT NO. 2014 -01 <br />(Continued by Planning Commission: March 10, 2014 to April 14, 2014) <br />Town and Country Manor is proposing to construct an eight -story tower with 174 one <br />and two- bedroom units and three levels of subterranean parking. The tower is <br />intended to provide housing for active seniors at the facility. An environmental <br />impact report, general plan amendment and zone change to a specific development <br />designation are required for the property at 555 East Memory Lane located in the <br />Suburban Apartment (R4) zoning district. <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: February 28, 2014 <br />PUBLICLY NOTICED: February 27, 2014 <br />RECOMMENDATION: <br />Recommend that the City Council <br />1. Adopt a resolution certifying Final Environmental Impact Report No. 2010 -01 and <br />approve the Mitigation Monitoring Program. <br />2. Adopt a resolution approving General Plan Amendment No. 2014 -01. <br />3. Adopt an ordinance approving Amendment Application No. 2014 -01 for the Town <br />and Country Manor Specific Development No. 87 (SD -87). <br />Acting Planning Manager Vince Fregoso presented the staff report and <br />recommendation. <br />Tom Holm, EIR Consultant for the City, provided clarification on the cumulative <br />projects list in the EIR. <br />The public hearing was opened. No public speakers spoke. The public hearing was <br />closed. <br />MOTION: Recommend that the City Council: <br />1.
