A4111 <br />CITY COUNCIL MEETING DATE: <br />MAY 6, 2014 <br />TITLE: <br />CONSOLIDATED PLAN ANNUAL UPDATE <br />CITY MANAGER <br />• r ! .: <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I" Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the 2014 -2015 Consolidated Plan Annual Update and authorize the submittal to the U.S. <br />Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on April 16, 2014, by a vote of 5:0 (Sandoval absent), the Community <br />Redevelopment and Housing Commission recommended the action stated above. <br />DISCUSSION <br />Each year, the City of Santa Ana receives funding from various formula grant allocation programs <br />administered by the U. S. Department of Housing and Urban Development (HUD). These funds <br />provide valuable services to the community such as affordable and supportive housing, <br />community development programs, public services and economic opportunities. The programs <br />include Community Development Block Grant (CDBG), HOME Investment Partnership Grant <br />(HOME), and Emergency Solutions Grant (ESG). <br />Housing Opportunities for Persons with AIDS ( HOPWA) funds had been previously allocated to <br />the City of Santa Ana as the most populous city in the county to use throughout the County of <br />Orange to provide resources, supportive services and incentives for long -term comprehensive <br />strategies to meet the housing needs for persons with HIV /AIDS. This fiscal year the City of <br />Anaheim has been awarded the HOPWA funds. Due to the late notification, the City of Santa Ana <br />will contract with the City of Anaheim as an administrative agent to operate the HOPWA funds. <br />During Fiscal Year 2014 -2015, the City will receive the following allocations: <br />29A -1 <br />
