Streetcar Environmental Review Plan and <br />Cost Participation by the City for Streetcar Operations <br />May 6, 2014 <br />Page 3 <br />1. Direct staff to develop a proposed project implementation plan for the Santa Ana - Garden <br />Grove Fixed - Guideway Project with OCTA serving as the lead agency. <br />2. Direct staff to develop a proposed financial plan to fund capital, operations, and maintenance <br />of the Santa Ana - Garden Grove Fixed - Guideway Project that is consistent with the <br />implementation plan, and maximizes the use of state and federal funding sources by <br />leveraging Measure M2 revenues. <br />The May 5, 2014 draft OCTA staff report to the Executive Committee is shown in Exhibit 6. <br />Thereafter, the OCTA Board is anticipated to support the same at the May 23, 2014 meeting. <br />CITY IMPLEMENTATION & FINANCIAL PLAN <br />The City of Santa Ana's plan is in alignment with OCTA's plan. The City staff recommendation <br />includes a request by the City that OCTA: 1) is best suited and has the expertise to serve as the <br />project lead in the design, construction, federal grantee sponsor, lead contact, owner, and <br />operator of the streetcar, and that the City, 2) Commit 10 percent funding (net of farebox) to the <br />streetcar operations. <br />A presentation with the above information was made to the Development and Transportation <br />Council Committee on April 28, 2014. The meeting was attended by the City's environmental <br />consultant and OCTA staff. The same presentation is being made to the City Council. <br />FISCAL IMPACT <br />There is no fiscal impact at this time related to the staff recommendations. The fiscal impact <br />estimated to be $500,000 to $600,000 per year represents the City's share in the streetcar's <br />operations when operations are estimated to begin in 2019. It is anticipated that the Measure M <br />revenues would be reduced by this amount to cover the City's share.
