PUBLIC HEARING — ZONING ORDINANCE AMENDMENT NO. 2013 -02 <br />TO AMEND PROVISIONS OF CHAPTER 41 RELATING TO SIGN <br />PROGRAMS FOR REGIONAL COMMERCIAL CENTERS AND <br />ATTRACTIONS, CITY OF SANTA ANA — APPLICANT — Planning and <br />Building Agency <br />Planning Commission approved recommended action on February 24, <br />2014 by a vote of 6 -0 (Gartner absent). The Planning Commission <br />recommended several modifications to the proposed amendments that <br />would remove restrictions on electronic message displays' hours of <br />illumination and that would provide flexibility in determining compatibility of <br />proposed signage with the scale, intensity, and site development <br />characteristics of regional centers. <br />On March 18, 2014, the City Council held a public hearing on Zoning <br />Ordinance Amendment No. 2013 -02. Council members recommended <br />modifying proposed section 41- 885(e)(8) to require electronic message <br />displays maintain a minimum amount of advertising capacity for public <br />service announcements, emergency warnings, and /or notifications as <br />CITY COUNCIL MINUTES 15 APRIL 15, 2014 <br />1 0A -15 <br />
