REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 6, 2014 <br />TITLE: <br />ESTABLISH GREENHOUSE GAS <br />EMISSIONS REDUCTION TARGETS FOR <br />INCLUSION IN THE SANTA ANA CLIMATE <br />ACTION PLAN <br />CITY MANA R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />rp1 :1906�1FAA <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager to approve the following greenhouse gas emissions reduction targets for <br />inclusion in the City's Climate Action Plan: 15% reduction of 2008 levels by 2020, and 30% reduction <br />of 2008 levels by 2035. <br />DISCUSSION <br />Santa Ana has been proactively developing a Climate Action Plan (CAP) to demonstrate leadership in <br />sustainability and to respond to potential legislative action. By completing the CAP, the City will be <br />prepared for any new legislation that may be enacted. <br />Approval of this recommended action will allow the City to accomplish Goal 5 of the Santa Ana <br />Strategic Plan, which includes completion of the City's CAP with measures to address water <br />conservation, energy efficient buildings (City and community), and greenhouse gas (GHG) emissions. <br />The recommended CAP emissions reduction targets meet the State of California objective of <br />reducing statewide GHG emissions to 1990 levels by 2020, and are on track to achieve the statewide <br />goal of 80% below 1990 levels by 2050. <br />As a first step in preparing the CAP, a GHG emissions inventory was completed to determine the <br />baseline for future achievement. This 2008 baseline inventory showed that Santa Ana is already <br />demonstrating leadership in reducing energy use and GHG emissions. At 5.5 metric tons of CO2 <br />(MTCO2e) per capita, Santa Ana baseline emissions are lower than the statewide average of 13 <br />MTCO2e, and significantly lower than the nationwide average of 23 MTCO2e. <br />The reduction targets of 15% of 2008 levels by 2020, and 30% of 2008 levels by 2035 were <br />developed with input from community and City stakeholders (Exhibit 2), as well as consultants with <br />expertise in CAP preparation and scientific calculation of emissions reductions. The result is a <br />proposed set of actions (measures) to achieve the recommended reduction targets. Some of the <br />measures take into consideration existing State regulations, utility incentive programs, and the City's <br />Draft Circulation Element. <br />19D -1 <br />
