jurisdictions to form a true partnership that has garnered acclaim from DHS, OHS <br />and Congress. The Cities have formed a true partnership with all stakeholders in <br />the county and have collaborated to enhance overall preparedness levels, at all <br />times focusing on mitigating risk and improving consequence management for the <br />most critical infrastructure and targets as ultimately identified in the Countywide <br />Strategic Plan for Terrorism Preparedness. <br />4. Starting in fiscal year 2006, the Cities joined together and became one UASI. With <br />this came the requirement that one of the two UASI jurisdictions be designated as <br />the Single Point of Contact for purposes of the grant application and financial <br />management of the grant. The Cities wish to continue their collaborative effort with <br />the 2013 UASI Grant. The 2013 grant guidelines require formalization of the current <br />Orange County structure for determining the focus of grant fund spending, which <br />includes the use of the Urban Area Working Group (UAWG) to obtain input in <br />developing investment areas and specific projects to be funded. This process and <br />input, which is consistent with the process used in previous grant years, will assist <br />the City Managers from Anaheim and Santa Ana, as well as Orange County's Chief <br />Executive Officer, in making the final decisions with respect to grant expenditures. <br />OBJECTIVE AND SCOPE <br />In recognition of the 2013 Urban Areas Security Initiative grant purpose, guidelines, and <br />requirements, the Cities of Anaheim and Santa Ana wish to continue their strategic <br />partnership not only with each other, but also with the County of Orange, all jurisdictions <br />in the county, and the stakeholder groups and disciplines that have thus far <br />characterized a successful and acclaimed effort to reduce risk, mitigate vulnerabilities <br />and manage consequences related to a terrorism incident or threat. In addition, the <br />Cities wish to fulfill the requirements by DHS and Congress that all grant funds be <br />distributed through a funding program dedicated to a risk -based set of priorities where <br />the Cities and their partners will develop investment areas and projects that address the <br />highest risks, thus demonstrating their ability to effectively and efficiently spend grant <br />funds in a systematic and focused manner. <br />Therefore, the Cities of Anaheim and Santa Ana agree as follows: <br />1. Investment areas and projects will be developed as in previous years, consistent <br />with Orange County's Homeland Security Strategy, and with input from the Urban <br />Area Working Group <br />2.
