Agreement Number: <br />AGREEMENT FOR TRANSFER OR PURCHASE OF EQUIPMENT /SERVICES OR FOR <br />REIMBURSEMENT OF TRAINING COSTS <br />FOR FY2013 URBAN AREAS SECURITY INITIATIVE (UASI) <br />BETWEEN <br />THE CITY OF SANTA ANA <br />AND CITY OF COSTA MESA <br />THIS AGREEMENT is made and entered into this 11th day of December, 2013, by and <br />between the CITY OF SANTA ANA, a municipal corporation (the "CITY "), and CITY OF <br />COSTA MESA (the "SUB- RECIPIENT" or "Contractor "). <br />WITNESSETH <br />WHEREAS, CITY, acting through the Santa Ana Police Department in its <br />capacity as a Core City for the Anaheim /Santa Ana Urban Area under the FY13 Urban <br />Areas Security Initiative, has applied for, received and accepted a grant entitled "FY <br />2013 Urban Areas Security Initiative" from the federal Department Of Homeland <br />Security(DHS) Federal Emergency Management Agency (FEMA), through the State of <br />California Governor's Office of Emergency Services (CalOES), to enhance countywide <br />emergency preparedness (the "grant "), as set forth in the grant guidelines and <br />assurances that are incorporated to this Agreement by reference and located at: <br />"U.S. Department of Homeland Security "Fiscal Year 2013 Homeland Security Grant <br />Program (HSGP) Funding Opportunity Announcement (FOA)" <br />http: / /www.fema.gov/ media - library- data/20130726 -1916- 25045- 6176/fy 2013 hsgp foa.pdf <br />California Governor's Office of Emergency Services "FY2013 Homeland Security Grant <br />Program: California Supplement to Federal Program Guidance and Application Kit" <br />http: //www.Ca lOES.ca.gov /EMS- HS- HazMat /Pages /Homela nd- Security - Grant- Program- <br />Documents.aspx <br />Copies of the grant guidelines shall be retained in the Anaheim /Santa Ana <br />Grant Office. <br />WHEREAS, this financial assistance is administered by the CITY OF SANTA <br />ANA ( "CITY ") and is overseen by the California Governor's Office of Emergency <br />Services ( "Cal- OES "); and <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist <br />them in building an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism; and <br />WHEREAS, the Anaheim /Santa Ana Urban Area ( "ASAUK) consists of 34 cities <br />13UASI112613 1 <br />
