REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 20, 2014 <br />TITLE: <br />AGREEMENT WITH ORANGE COUNTY <br />SHERIFF'S DEPARTMENT FOR <br />HELICOPTER SERVICES <br />t� <br />CITY MANAGER <br />RECOMMENDED ACTION <br />eF_ <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute a one -year agreement with two one -year renewal options, with the Orange County Sheriffs <br />Department for helicopter services, in an amount not to exceed $1,227,627 over a three -year period, <br />subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />In October 1994, the City of Santa Ana began participating in the Airborne Law Enforcement Services <br />(ABLE) program. ABLE was a regional helicopter program, which combined resources from the City of <br />Costa Mesa, the City of Newport Beach and the City of Santa Ana. On July 1, 2011, the ABLE program <br />was discontinued and the City began contracting with the Orange County Sheriffs Department for this <br />service. <br />Helicopter services allow the Police Department to provide a rapid enhanced response to incidents <br />posing the greatest risk to the public, including robberies, burglaries, assaults, and fleeing felons. The <br />agreement provides funding for 365 hours of service per year. This is a one -year agreement with two <br />one -year options. The first year of the agreement includes a cost of $370,884. This agreement gives the <br />City Manager authority to execute amendments for the second and third years, as long as the annual <br />increase does not exceed 10% per year. A maximum of $407,973 and $448,770 will be available for the <br />second and third years of the agreement, respectively, for a total not to exceed agreement amount of <br />$1,227,627. In addition, the Santa Ana Police Department will provide one full -time sworn pilotiobserver <br />to the Orange County Sheriffs Department. <br />25A -1 <br />
