REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 20, 2014 <br />TITLE: <br />SECOND AMENDMENT WITH G4S SECURE <br />SOLUTIONS (USA) INC., FOR SECURITY <br />GUARD SERVICES AT VARIOUS CITY <br />FACILITIES <br />CITY MA GER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2 n Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a second amendment with G4S <br />Secure Solutions (USA) Inc., subject to nonsubstantive changes approved by the City Manager <br />and City Attorney, for security guard services at various City facilities, increasing compensation <br />by $62,978.28, for a total amount not to exceed $567,243 per year, for the period of one year, <br />commencing June 1, 2014, with the option to extend the term for up to two additional one -year <br />terms. <br />DISCUSSION <br />Approval of this recommended action will provide for continued security guard services at various <br />City facilities, and implement enhanced services in City Hall and at City Council Meetings. These <br />security measures will allow staff to continue providing excellent customer service in a safe <br />environment to the public and the employees at City Hall. <br />The amended agreement increases current compensation by $62,978.28, for a total amount not <br />to exceed $567,243 per year, including a $25,000 contingency (Exhibit 1). It incorporates <br />changes to the scope for the additional services at City Hall (Exhibit 2), updates the security <br />schedule (Exhibit 3) and fee schedule (Exhibit 4), and extends the agreement for a second one - <br />year term through May 31, 2015. The amendment also provides for two, one -year renewal <br />options that may be exercised by written authorization of the City Manager and the City Attorney. <br />On May 2, 2011, City Council awarded G4S Secure Solutions (USA) Inc. (G4S) a contract to <br />provide security guard services at various locations throughout the city, including the Santa Ana <br />Regional Transportation Center (SARTC), the Santa Ana Zoo at Prentice Park, the Central <br />Library, Newhope Library, and the City Yard, with the ability to add services as needed. On <br />August 22, 2013, the City exercised the first renewal option, extending the agreement through <br />May 31, 2014, and adding a daily security sweep of City Hall.
