require preservation of neighborhood character and integrity <br />as well as mitigation of developments' impacts. The <br />proposed monopole is designed to minimize visual impact on <br />the area and to assist with the stealthing of industrial <br />operations at the project site. Further, Policy 2.2 encourages <br />land uses that accommodate the City's needs for services. <br />Enhancing a cell phone provider's coverage in the area <br />enhances services that are readily available for business <br />owners, workers, and residents in the immediate vicinity. <br />E. This project was reviewed in accordance with the Guidelines for the <br />California Environmental Quality Act. The project is exempt from further <br />review pursuant to Section 15303. This Class 3 exemption allows in -fill <br />developments for the construction and location of limited numbers of new, <br />small facilities or structures; the installation of small new equipment and <br />facilities in small structures; and the conversion of existing small structures <br />from one use to another. The wireless facility is a new, small facility that <br />has been found by the City's development review agencies to not create <br />any adverse impacts such as noise, traffic, or safety concerns. As a <br />result, categorical Exemption Environmental Review No. 2013 -39 will be <br />filed for this project. <br />Section 2. The Planning Commission, after conducting the public hearing, <br />hereby approves Conditional Use Permit No. 2014 -07 as conditioned in Exhibit "A" <br />attached hereto and incorporated herein. This decision is based upon the evidence <br />submitted at the above said hearing, which includes, but is not limited to: the Request <br />for Planning Commission Action dated April 28, 2014, and exhibits attached thereto; <br />and the public testimony, all of which are incorporated herein by this reference. <br />ADOPTED this 28th day of April , 2014 by the following vote: <br />AYES: Commissioners: Alderete, Bacerra, Bauer, Gartner, Mill, Nalle, <br />Yrarrazaval (7) <br />NOES: Commissioners: None (0) <br />ABSENT: Commissioners: None (0) <br />ABSTENTIONS: Commissioners: None (0) <br />Resolution No. 2014 -12 <br />Page 3 of 7 <br />31A -18 <br />
