Memory Lane <br />Town and Country Manor Background <br />• Town and Country Manor is a non-profit organization licensed by the <br />State of California to provide independent living, assisted living and <br />skilled nursing in a continuum of care. <br />• Originally entitled in May 1972 as a residential care facility for the <br />elderly. <br />• An expansion for a skilled nursing wing was approved in 1989. <br />Project Description <br />• Construction of a new 8-story active -senior residential building <br />consisting of: <br />0 174 one and two -bedroom units <br />0 275 parking spaces located in a 3-level subterranean structure <br />o Remodeled aquatic and wellness center <br />Site Plan <br />• Existing site contains: <br />0 7 inter -connected buildings in a campus setting — 1, 2 and 3-stories <br />on an 8.3 acre site <br />o A chapel <br />o Outdoor pool <br />Environmental Impact Report <br />• Draft EIR released in March 2010 with Planning Commission hearing <br />in April 2010. <br />• EIR updated in 2012. <br />• Response to comments addressed issues raised during public review <br />period. <br />• Analyzed wide range of project impacts. <br />• All impacts mitigated to a less than significant level. <br />General Plan and Zoning Amendment <br />• The General Plan would be amended to extend the District Center land <br />use designation to include the project site. <br />• A new Specific Development would be adopted for the site to allow for <br />the proposed project (SD-87). <br />Approval Process <br />• Proposed project application was received in 2008. <br />• An EIR was prepared for the project and released April 2010 and <br />updated in 2012. <br />CITY COUNCIL MINUTES 18 MAY 6, 2014 <br />
