REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 3, 2014 <br />TITLE: <br />FEDERAL WORKFORCE INVESTMENT <br />ACT AGREEMENT WITH WESLEY A. <br />BOSCH FOR CAREER AND VOCATIONAL <br />CONSULTING SERVICES <br />CITY MANAGRA <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached Federal Workforce <br />Investment Act consultant agreement with Wesley A. Bosch in the amount of $90,000 annually, for <br />a total not to exceed $180,000 over a two -year term, subject to non - substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />The Federal Workforce Investment Act (WIA) requires that career and vocational assessment be <br />provided to all participants that receive vocational training. The Santa Ana WORK Center has <br />utilized the specialized services of a consultant to meet this requirement. <br />On July 22, 2013, the Santa Ana WORK Center (SAWC) released a Request for Qualifications <br />(RFQ), BID Number 13 -034, to solicit consultants to provide assessment services. The RFQ <br />requested that services provided to participants include not only career and vocational <br />assessment, but also career guidance, goal setting assistance, and counseling to resolve personal <br />and/or family issues interfering with reemployment or training efforts. <br />Five RFQs were mailed to qualified entities with only one response submitted by Mr. Bosch. Staff <br />evaluated the proposal and determined that it met the desired qualifications. Additionally, a cost <br />analysis was conducted to determine that service costs were reasonable. Staff recommends that a <br />contract with Mr. Bosch be approved to provide services to SAWC clients and that the agreement <br />be executed for a two -year period at which time a new service procurement will be required under <br />WIA guidelines. <br />FISCAL IMPACT <br />Funds are available in the One Stop program account (no. 12318751 - 62300), the One Stop Adult <br />account (no. 12318753- 69145), and the One Stop Dislocated Worker account (no. 12318754- <br />69145). <br />25B -1 <br />
