Adopt a resolution containing ballot question. <br />3. Adopt a resolution authorizing submittal of written arguments for or against the voter initiative. <br />4. Approve guidelines for preparation of arguments for or against the proposed voter initiative, fix <br />the date for the submission of Direct Arguments and Rebuttal Arguments, and post the notice <br />for the argument process in accordance with the provisions of the California State Elections <br />Code. <br />5. Authorize the City Attorney to prepare an Impartial Analysis for each of the proposed Charter <br />Amendments to be submitted to the voter for consideration. <br />6. Direct staff to process all other documents required to proceed with the voter initiative petition. <br />DISCUSSION <br />On February 19, 2013, the City Council approved the Certificate of Sufficiency regarding the Santa <br />Ana Medical Cannabis Restriction and Limitation Initiative that was proposed by the Committee to <br />Support Medical Marijuana Ballot Initiative. In order to conduct an election for placing the above <br />initiative on the ballot, State law requires the City Council to take an action calling for a <br />consolidated municipal election. The resolution calling for the municipal election provides for the <br />submission of the text of the proposed measure to be considered by the voters. <br />55C -1 <br />
