REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 3, 2014 <br />TITLE: <br />AGREEMENTS WITH TETRATECH, INC., <br />AND RBF CONSULTING FOR ON -CALL <br />ENGINEERING SERVICES FOR WATER <br />AND SEWER PROJECTS <br />CITY MANA R <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 18' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute agreements with Tetratech, Inc., and <br />RBF Consulting, subject to nonsubstantive changes approved by the City Manager and City Attorney, <br />to provide on -call engineering services for water and sewer projects, for a one -year period expiring <br />June 30, 2015, with provisions for two, one -year renewal options exercisable in writing by the City <br />Manager and City Attorney, in an amount not to exceed $400,000 annually, for a total aggregate <br />amount not to exceed $1,200,000. <br />Approval of this recommended action will allow the City to prepare designs and plans for various <br />water and sewer improvement projects identified in the City's Capital Improvement Plan (CIP) by <br />authorizing "as needed" on -call engineering services with the top -rated firms identified through a <br />recent Request for Proposals (RFP) process. On February 13, 2014, the Public Works Agency <br />issued an RFP for on -call water and sewer engineering design services. Although 60 firms requested <br />the RFP, only eight proposals were received. The proposals were evaluated by a selection <br />committee for content and responsiveness to the RFP. The top rated firms were invited to a City <br />interview to further evaluate their expertise, understanding of the City's needs, and the experience <br />and innovation that they could provide. Their proposals contained clear paths toward achieving the <br />City's goals and objectives as required by the RFP. In particular, both firms provide a wealth of <br />knowledge and experience in helping municipal agencies to comply with Orange County Sanitation <br />25C -1 <br />
