Subject: Supportive Services Policy and Procedures <br />Purpose: To establish the policy and procedures of the distribution of Supportive <br />Services for Participants in accordance with the WIA Supportive Services Policies and <br />Supportive Services Matrix provided by the OCWIB. <br />Supportive Services Policy and Procedure: <br />Supportive services are not entitlements and shall be approved by the Program Director for <br />a given participant on the basis of individual circumstances, the absence of other <br />resources, and funding limitations. WIA Program Staff shall seek services from at least 2 <br />other community resources prior to authorizing supportive services under WIA, as <br />appropriate. Referrals should be made to other agencies or resources for assistance and <br />documented in the participant's file under case notes. <br />2. Supportive services provided must be reasonable, necessary and allowable based on <br />federal guidelines and based upon need and all other resources have been exhausted. <br />3. Supportive services must be necessary for a given participant to complete and <br />documented on his /her Individual Service Plan (ISP) and be beyond his /her ability to pay <br />in order for the supportive services to be approved. Program Director needs to review <br />updated ISP and request of services have been documented before approval of <br />supportive services request. <br />4. For special supportive services deemed as "Other" on the Supportive Services Matrix, WIA <br />Case Manager would need written approval by the Executive Director and a copy of the <br />written approval attached to the request. <br />5. Program Director may only approve the types of supportive services and the dollar limits as <br />described on the Supportive Services Matrix, <br />6. Other Special circumstances supportive services may be granted on a case by case basis <br />only if those services would significantly benefit the participant in job retention, wage <br />progression or completion of training in order to achieve employment. Any requests for <br />exception must have written approval by the Executive Director and may not exceed <br />$500. <br />7. Determination of need must be clearly documented in the case notes and be part of the <br />participant's ISP and must have the Supportive Services Request Form, Invoice, including <br />Application Number of participant , the date supportive services "code 81" was opened <br />and including the justification of the cost.
