At that time, it was determined that <br />the proposed size and density of the project was most consistent with the higher intensity R -4 zone. In <br />depth staff analysis has found that, although the intent of the facility is to provide retirement housing <br />through the various life stages, the project's operational characteristics exceed those of a standard <br />residential project. Various components of the Town and Country Manor facility also operate as a care <br />facility, which is considered to be a commercial and service use. In order to apply a zoning designation <br />that is most appropriate for the campus, a zone change to a specific development designation (SD -87) is <br />proposed. <br />75A -8 <br />
