3. STAFFING AND PROJECT ORGANIZATION <br />I lodges Lacey & Associates is comprised of two partners. Richard Hodges and Michael Lacey are <br />equally involved in all facets of appraisal assignments, including client interaction, field work, appraisal <br />and consultant communications. Both appraisers are subject to one another in terms of technical <br />valuation and review. It is our experience that the allocation of labor by task is 1/3rd field work and 2/3d <br />valuation work. <br />Richard Hodges and Michael Lacey are particularly qualified to provide fixtures and equipment <br />appraisals for public agencies. It represents 95% of our career work experience. We are acutely aware of <br />the fact that we are representatives of the agency during the course of our work. Potential property <br />acquisition can be a trying and emotional time for business owners and we are very sensitive to this. We <br />conduct ourselves in an understanding and professional manner, conducive to a comfortable and <br />productive site visit. Due to the nature of our work, fixtures and equipment appraisers are on -site much <br />longer than most of the other consultants on a project. It is our experience that we typically leave <br />business owners in a more comfortable and positive posture in working with the agency as the process <br />moves forward. <br />RICHARD HODGES, ASA <br />Partner <br />Mr. Hodges has been actively appraising machinery and equipment since 1991. <br />fie has a wide breadth of experience, having appraised a variety of manufacturing, retail, and service <br />business enterprises for many functions and purposes. Examples of assets appraised include boat <br />building, restaurants, supermarkets, banks, car dealerships, hair salons, Hyatt Regency Waikiki Resort & <br />Spa, a public aquarium, printing equipment, medical pracfices. machine shops, service stations, mobile <br />homes and cellular telephone towers. <br />Purposes include: Eminent domain, cost segregation, purchase price allocation, divorce, bankruptcy, <br />charitable donation, buy /sell agreements, assistance to real estate appraisers, ad valorem, dissolutions, <br />financing, insurance, leasing, and estate and gift taxes. <br />Mr. Hodges has extensive expertise in the nuances of appraising fixtures and equipment for property <br />acquisition by public agencies. He has worked directly with numerous relocation consultants, acquisition <br />agents, public agencies, real property appraisers, attorneys, and business owners throughout California as <br />well as Nevada. He has appeared in several depositions and provided expert testimony in Los Angeles <br />Superior Court. <br />Mr. Hodges is an Accredited Senior Appraiser designated by the American Society of Appraisers. He is a <br />member of die Los Angeles chapter of the International Right of Way Association and an associate <br />member of various chapters throughout California.
