on -Cali Right- of-Way Speciafty Services <br />(AS) Right of Way program Marragerneut Services <br />Project Understanding <br />We understand that the City of Santa Ana is seeking a consultant to manage all right of way and real estate <br />aspects of right of way specialty consultants. The Program Management contract will allow the City to closely <br />monitor the progress of multiple consultants needed for projects that are in different stages of implementation. <br />APA has all the required experience and skills to provide the program management services for the City and to <br />ensure a successful completion of all the right -of -way acquisitions with minimum litigation. <br />Scope of Work <br />APA will provide the Right -of -Way Program Management Services as outlined in the RFP (AS) and is detailed in <br />this proposal. In general the services include the overseeing of all the right -of -way and real estate services in <br />accordance with the City, State, and Federal regulations and policies. The Project Manager will oversee the <br />following tasks: <br />A. Administration of all Right -of -Way Related Consultant Contracts <br />APA team will assist the City in administering the consultant contracts for acquisition, relocation, property <br />management, appraisal, improvements pertaining to realty (fixtures & equipment), goodwill analysis, demolition <br />and any other services deemed necessary by the City. At the onset and at the request of the City, APA will review <br />all contracts to ensure compliance with City policies and all the applicable regulation. APA will prepare and keep <br />current a comprehensive list of all the contracts, their budget, the scope of service and the contract expiration <br />dates. Contracts will be monitored monthly and when a new notice of work to proceed is issued by the City. <br />Invoices will be reviewed for accuracy and will be verified with the progress for that period and each contract and <br />when verified, will be forwarded to the City Project Manager for processing. <br />APA will diligently review and monitor consultants requests for additional fee when submitted and will advise the <br />City of the validity of the request and provide a plan of action. <br />B. Establishment of Right -of -Way Requirements for Road Widening Projects <br />APA will provide assistance to the City at all phases of street widening projects. We believe the key to a successful <br />project is to have all the issues identified and alternatives analyzed at the onset of any road widening project. <br />Therefore, it is important to involve the services of right of way consultant at the conceptual level of the project if <br />possible to ensure a realistic cost and budget. Funding sources are also a key factor in preparing budgets for the <br />project. <br />APA will review the proposed road widening projects with the City's project manager and will also review all <br />pertinent documents. Documents including but not limited to; environmental clearance, master plans, local, state <br />and federal guidelines and policies and will advise the City of any issues facing the project and will provide <br />solutions. <br />C. Review Accurocy of Right -of -Way Mapping and Legal Descriptions <br />APA will review the right -of -way maps, easements, deeds, temporary construction easements and any other <br />related documents requested by the City for accuracy. Documents will be reviewed by APA Project Manager as <br />well as licensed surveyors for quality control. APA will review and provide comments on all legal descriptions. <br />Including but not limited to easements, permanent acquisition, temporary easements, temporary landscape <br />easements, transfer deeds and dedications. <br />Page 19 <br />
