On -Call Right -of -Way Specialty Services <br />(AS) Right of Way program Management Services <br />M. Prepare Doctunentation for AdministrativeSettlements <br />Administrative settlements documents are required when the city & property owners reach a settlement which is <br />different than the offer value. Sometimes other factors require a settlement which is in the best interest of the <br />City. APA will prepare the documents to be reviewed and approved by the City's project manager. <br />N. Provide Condemnation Support <br />APA will provide support to the City in anticipation of condemnation of properties and during the proceedings as <br />required by the City's Project manager and City Attorney's office. APA will assist in preparing the resolution of <br />necessity, required notices on intent and review all the documents. APA's project Manager was intimately involved <br />in coordinating the property acquisition of street widening projects with the City Attorney's office as Deputy City <br />Engineer. During the litigation, Ms. Amirani was the City's expert accompanied the City Attorney in defending and <br />advocating the project. She has gone through many depositions as the person most knowledgeable with the <br />project and had appeared in courts as well. <br />D. Monitor Dennolition Activities <br />APA will assist the City in obtaining bids for demolition of the buildings and structures after completion of <br />acquisition and relocation. Scope of the demolition along with schedule will be reviewed and discussed with the <br />City to ensure compliance with the overall schedule. A list of properties along with schedule of acquisition, <br />relocation and demolition if applicable will be prepared in order to ensure timely completion. APA will monitor <br />utility disconnection, meter removal, asbestos and lead testing for all scheduled demolitions. <br />A Prepare Documentation for Right of Way Disposition <br />After completion of the street widening projects, often portions of the acquired property will remain which is not <br />large enough to be developed and if it remains in the public ownership will cause a nuisance or a maintenance <br />burden. These remnant parcels must be identified and disposed of in order to reduce the City's liability. <br />Sometimes these remnant parcels have value only to the adjacent property owner. APA will prepare a list to <br />identify these parcels and prepare a plan to dispose of these parcels as economically as possible. If it is <br />determined that they have any values, they will be appraised and offered to adjacent owners. <br />Q. Attend Neighborhood and Council Meetings and Present Progress Status Reports to <br />City Staff <br />f <br />APA will attend neighborhood & City Council meetings when required by the City's Project Manager. APA will <br />prepare progress reports as often as required by the City and make presentations to City staff. Public outreach <br />and community involvement is a critical aspect of a successful project. Ms. Amirani as a retired City of Santa Ana <br />employee was involved in numerous community and Council meetings presenting Public Works projects and <br />obtaining their bury -in. She has a vast knowledge of the neighborhood's needs and their issues regarding street <br />widening projects and will ensure community support for the projects. <br />R. Manage Sales Activities on City Owned Properties <br />During the past several years, the City has accumulated a number of remnant parcels as a result of full acquisition <br />of properties necessary for the widening of the arterial streets. After completion of the projects, the remainder <br />parcels became surplus vacant lots and are available for development. These lots are assets that could potentially <br />generate millions of dollars to the City's Capital Improvement Program and be used for widening projects. APA <br />will set up procedures to best market and sell these surplus properties. In setting up the procedures APA will <br />review the funding sources that were used to purchase the properties for any limitation of the re -use of the lots <br />and consult with all City departments having jurisdiction in the development of the parcels. <br />Page 112 <br />
