Councilmember Amezcua questioned impact to budget if recommendation <br />approved. City Manager Cavazos noted that additional funds have been <br />identified and do not negatively impact general budget. <br />Councilmember Reyna noted historical significance of item; supports <br />recommendation as proposed. <br />Councilmember Benavides pleased with community participation and City's <br />first attempt to approve a Strategic Plan. <br />Mayor Pro Tern Tinajero reflected on community outreach, participation and <br />priorities of community; process improvement for coming years. <br />Councilmember Martinez indicated that some items have asterisks to denote <br />on -going programs; funding should be equitable, sustainable and have a <br />balanced approach to promote all goals; request guidelines on funding future <br />programs. <br />Mayor Pulido cautioned that funding may not be sustainable for next 5-years; <br />request input in process such as going back to Council Committees. <br />Councilmember Sarmiento disagree with plan that funds a plan; prefer <br />tangible programs and services such as e-library and after school programs; <br />need for infrastructure improvements. <br />Councilmember Amezcua proposed amendment to allocate additional funds <br />for academic programs; seconded by Councilmember Sarmiento. Discussion <br />ensued. Motion withdrawn by maker of the Amendment. <br />Councilmember Martinez remarked that 19 programs have re -occurring costs <br />and 5 programs are one-time costs. <br />MOTION: Approve an appropriation adjustment. (Requires five <br />affirmative votes) <br />APPROPRIATION ADJUSTMENT NO. 2015-001 - Recognizing revenue for <br />the fiscal year 2014-15 budget in the amount of $2,280,000 unchanged from <br />the original staff recommendation and an additional $734,500 in new Santa <br />Ana Jail revenue for a total of $3,014,500 in various General Fund revenue <br />accounts and appropriate funds to various departmental expenditure <br />accounts for the implementation of the five-year Strategic Plan. <br />MOTION: Reyna SECOND: Benavides <br />VOTE: AYES: Amezcua, Benavides, Martinez, Pulido, Reyna, <br />Sarmiento, Tinajero (7) <br />NOES: None (0) <br />CITY COUNCIL MINUTES 13 MAY 20, 2014 <br />
