City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Opening Year (2013) - Traffic Increase and Level of Service Standards <br />and Traffic <br />Impact 4.6 -1 The project would cause an increase in traffic, which is substantial in relation to the <br />existing traffic load and capacity of the street system (i.e., result in a substantial <br />increase in either the number of vehicle trips, the volume to capacity ratio on roads, <br />or congestion at intersections). <br />The project would exceed, either individually or cumulatively, a level of service <br />standard established by the county congestion management agency for designated <br />roads or highways. <br />[CEQA Transportation and Traffic Thresholds 15(a) and 15(b)] <br />Impact Analysis <br />Opening Year (2013) Traffic Conditions Without the Project <br />Opening Year (2013) Without Project traffic volumes for study area roadway segments and <br />intersections are presented in Table 4.6 -9and Table 4.6 -10, respectively. All future year analyses <br />assume the signalization of the intersection of Lawson Way at Memory Lane. With the addition <br />of ambient growth and cumulative projects traffic, Main Street between La Veta Avenue and <br />Town & Country Road is anticipated to operate at an unacceptable LOS F, and Parker Street <br />between La Veta Avenue and Town & Country Road is anticipated to operate at an unacceptable <br />LOS E.
