Alternatives to the <br />City of Santa Ana - Park View at Town and Country Manor <br />Draft EIR <br />impact may be the same under each scenario (i.e., both scenarios would result in a "less than <br />significant' impact); however, the actual degree of impact may be slightly different under each <br />scenario. This relative difference is the basis for a conclusion of greater or lesser impacts. <br />5.5 - No Project/No Development Alternative (Alternative 1) <br />Under the No Project/No Development Alternative (Alternative 1), the existing Town & Country <br />Manor campus would remain unchanged, and existing conditions would continue. The project site <br />would continue to be occupied by a parking lot and grassy area, and would not be converted to a <br />higher- intensity land use. No additional housing within the Town and Country Manor Campus would <br />be provided, and other modifications to the campus as proposed would not occur. <br />5.5.1 - Impact Analysis <br />Aesthetics <br />No changes to the existing visual character or quality of the site would occur with Alternative 1. No <br />grading or development would occur, and the project site would remain unchanged. Views from <br />surrounding land uses, including Santiago Park, would be unaffected. Current shade /shadow <br />conditions would remain unchanged, and adjacent City Place units along Lawson Way would not <br />experience any shade /shadow impacts. No new sources of light and glare would be introduced. <br />Impacts to aesthetics under the No Project/No Development Alternative would be considered less <br />than the proposed project. Aesthetic impacts of the proposed project are already considered less than <br />significant, however, and no mitigation measures are required. <br />Air Quality <br />No construction- or operation- related emissions would occur with Alternative 1. Without <br />construction and operation of the proposed project, there would be no potential to: 1) exceed <br />SCAQMD significance thresholds during the construction or operational phases; 2) conflict or <br />obstruct the air quality plan; 3) contribute to an air quality violation; 4) expose sensitive receptors to <br />substantial pollutant concentrations; and 5) contribute to a considerable degree to cumulative air <br />quality impacts. Impacts to air quality under the No Project/No Development Alternative are <br />considered to be less than under the proposed project. Air quality impacts of the proposed project are <br />already considered less than significant after mitigation, however. <br />Hydrology and Water Quality <br />With Alternative 1, no modifications to drainage for the Town and Country Manor campus, draining <br />northeast to southwest, or runoff generation would occur. The water quality improvements associated <br />with project treatment and filtration features planned for the project site in the southwest portion of <br />the campus, however, also would not occur. Drainage from the existing campus would continue to <br />enter the storm drain system without the state -of -the -art treatment and filtration features planned as <br />part of the proposed project.
