As <br />most of the properties surrounding the project site have been developed or are undergoing <br />development, however, implementation of the proposed project is not expected to contribute to the <br />conversion of properties to urban uses. Additionally, the proposed project does not include the <br />construction of major infrastructure improvements, such as a wastewater treatment plant, that would <br />encourage subsequent development.
