City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Introduction <br />persons in this area of Santa Ana and the City of Orange is not considered significant. <br />Additionally, the proposed project will not displace existing housing or people. Project impacts <br />on population and housing are considered less than significant. <br />• Public Services. Implementation of the proposed project would introduce residential uses to <br />the project site and increase residential units within the overall Town and Country Manor <br />Campus by 174 units. The additional units would generate an incremental increase in service <br />demand for fire and police protection services. The site plan, architectural details, and <br />landscape design for the proposed project are being addressed through City staff review and the <br />design review process prior to project implementation, however, resulting in compliance with <br />all applicable codes, ordinances, and requirements. Although the project would increase <br />demand on the City's fire and police protection services, it is not expected that this demand <br />would require the construction of new facilities or require the expansion of existing facilities, or <br />require additional personnel or equipment in order to maintain acceptable response times. <br />Additionally, the proposed project consists of 174 residential units for senior living contained <br />within a "Continuing Care Residential Community; therefore, there will be no impacts on <br />schools. Even though the project site is located across from Santiago Park, impact on park use <br />is expected to be minimal based on the variety of recreational amenities provided within Town <br />and County Manor for residents, and the limited number of residents expected to occupy the <br />proposed 174 units (261 maximum). <br />The Santa Ana Library is limited in its capacity to serve new patrons. Implementation of the <br />proposed project would incrementally increase the demand for library services. However, <br />senior living facilities generally have a book exchange program onsite as one of the many <br />services offered to residents. Project impacts on public services are considered less than <br />significant. <br />• Recreation. An additional 174 residential units will be created within the existing Town and <br />Country Manor Campus as a result of project implementation, resulting in a maximum increase <br />in population of 261 persons. A substantial increase in the use of existing neighborhood, <br />regional, or other parks is not anticipated as a result of the proposed project. The Project does <br />not involve the construction or expansion of new public parks or public recreational facilities. <br />Additionally, recreational facilities for use by project residents are contained within the Town <br />and Country Manor Campus. Therefore, project impacts on recreation are considered less than <br />significant. <br />1.2.2 - Potentially Significant Environmental Issues <br />Based on the findings of the IS/NOP, a determination was made that an EIR is required to address the <br />potentially significant environmental effects of the proposed project.
