Acting Director Haluza explained <br />the allowable area and that additional facilities could be added, but maybe <br />not all. City Attorney Carvalho noted that some restrictions may have to <br />be lifted to allow for number requested by City Council. Councilmember <br />Reyna continued and noted that criteria could be reconfigured, but would <br />have to be analyzed; buffer for schools and sensitive areas has already <br />been incorporated into proposed location map; location criteria is most <br />important in determining the location of dispensaries; would like to stay <br />true to the restrictions set by Council and willing to allow a few more <br />dispensaries to be added. <br />Councilmember Benavides opined that no action should not be an option <br />but would like to discuss measure to ban dispensaries. Acting Planning <br />and Building Director Haluza indicated that in 2007 the City considered <br />health related issues such as Hooka parlors. Spoke of the less that <br />desirable effects of these type of businesses. What are the secondary <br />impacts to the businesses if they are allowed?
