Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute a three -year agreement with Daniel Achatz for jail counseling services in an amount <br />not to exceed $75,000 over a three -year period, subject to non - substantive changes approved <br />by the City Manager and City Attorney. <br />2. Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute a three -year agreement with Luis Raul Martinez for jail counseling services in an <br />amount not to exceed $75,000 over a three -year period, subject to non - substantive changes <br />approved by the City Manager and City Attorney. <br />3. Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to <br />execute a three -year agreement with Felice Stinson Hernandez for jail counseling services in <br />an amount not to exceed $75,000 over a three -year period, subject to non - substantive <br />changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Per California Department of Corrections and Rehabilitation, Title 15, the Santa Ana Jail is required to <br />provide counseling services for the inmate population. Daniel Achatz, Luis Raul Martinez, and Felice <br />Stinson Hernandez are well qualified and have been providing jail counseling services to the Santa Ana <br />Jail for several years. Through these agreements, the counselors will provide counseling and <br />instructional services encompassing the fields of anger management, stress reduction, conflict <br />management/resolution, domestic violence avoidance, and chemical dependency avoidance to the <br />inmates housed in the Santa Ana Jail. <br />In addition, these services are crucial in providing required care outlined by the federal Prison Rape <br />Elimination Act (PREA) and industry standards associated with suicide prevention protocols. The <br />agreement terms will run from July 1, 2014 through June 30, 2017 and will not exceed $75,000 for the <br />term of the agreements. <br />25D -1 <br />
