REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 117,20`14 <br />TITLE: <br />CONDITIONAL USE PERMIT NO. 2014-11 <br />TO ALLOW AFTER HOURS OPERATION <br />AND CONDITIONAL USE PERMIT NO. 2014- <br />12 TO ALLOW INDOOR COMMERCIAL <br />RECREATION AT ESPORTS ARENA <br />LOCATED AT 120 WEST FIFTH STREET - <br />TRAVIS HACKETT, APPLICANT <br />C� <br />CITY MANAGOR <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file the staff report approving Conditional Use Permit No. 2014 -11 as conditioned <br />and Conditional Use Permit No. 2014 -12 as conditioned. <br />PLANNING COMMISSION ACTION <br />On May 27, 2014, the Planning Commission adopted a resolution approving Conditional Use <br />Permit No. 2014 -11 as conditioned to allow after -hours operation and Conditional Use Permit No. <br />2014 -12 as conditioned to allow indoor commercial recreation by a vote of 7:0 for the eSports <br />Arena computer gaming and spectator facility located at 120 West Fifth Street in the Transit/ <br />Downtown (SD84) zoning district. The Planning Commission modified Condition No. 2 for CUP <br />No. 2014 -11 to include a closing time of 2:00 a.m. as indicated in the attached staff report <br />(Exhibit A). <br />DISCUSSION <br />Travis Hackett, representing Jack Jakosky of Ramona Building LLC, is requesting approvals for <br />eSports Arena, a large -scale computer gaming and spectator facility that proposes to occupy the <br />ground and mezzanine levels of the Ramona Building. These levels will be configured with <br />computer game terminals and spectator seating, while also containing a control desk/welcome area, <br />storage space, restrooms, a retail area for computer accessories, a vending machine and <br />concession area, and a large, raised stage area with computer gaming terminals. No expansion of <br />square footage or modification to the exterior of the historic structure is proposed. The facility and <br />the after -hours operations require approval of respective conditional use permits. Full sized plans <br />are available for public viewing in the Clerk of the Council Office. <br />31 B -1 <br />
