Further, Policy 2.9 of the Land Use Element supports <br />developments that create a business environment that is safe and attractive. Conditions of <br />approval have been placed on the proposed computer gaming and spectator facility that will <br />maintain a safe and attractive environment in Downtown Santa Ana. Complementing this, <br />Policy 5.5 of the Land Use Element encourages development that is compatible with and <br />supporting of surrounding land uses. The facility will be located in a commercial area and its <br />operations will complement and will be compatible with the surrounding commercial <br />businesses. Finally, Goal 2 of the Economic Development Element supports maintaining and <br />enhancing the diversity of the City's economic base. The proposed use supports Policy 2.1 of <br />this Element, creating the potential for a high - growth business cluster that could attract high - <br />technology businesses and vendors to the project's vicinity, and Policy 2.3, encouraging the <br />development of mutually beneficial and supportive business clusters. The proposed computer <br />gaming and spectator facility will attract patrons who may continue to support other <br />commercial services in Downtown Santa Ana's thriving retail, service, and restaurant areas. <br />Public Notification <br />The project is located within the boundaries of the Downtown Neighborhood Association. Staff <br />contacted the presidents of the Downtown and the nearby Lacy Neighborhood Associations to <br />ensure that they were notified of this project and to identify any areas of concern. The project <br />site was also posted with a notice advertising this public hearing, a notice was published in the <br />Orange County Reporter, and mailed notices were sent to all property owners and tenants within <br />500 feet of the project site. At the time of this printing, no correspondence, by phone, written, or <br />electronic, had been received from any members of the public. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act the recommended action is exempt for <br />further review per Section 15301. The Class 1 exemption allows the operation, repair, <br />maintenance, permitting, or leasing of existing structures. <br />The project proposes to operate a computer gaming and spectator facility tenant within an existing <br />structure. The Ramona Building's interior square footage is proposed for reduction by elimination <br />of a portion of the interior mezzanine level. In addition, the structure is already served by municipal <br />services, such as roadways, utilities, and parking in a variety of forms. Categorical Exemption <br />Environmental Review No. 2013 -100 will be filed for this project, <br />31 B -11 <br />
