However, with the dissolution of the Downtown Community Management District, the <br />terms of the resulting Downtown Inc. settlement agreement requires the City to provide the holiday <br />decorations. <br />Staff has developed a holiday lighting plan that fulfills this requirement and allows for expansion to <br />additional street segments in future seasons. For the 2014 holiday season, lighting would be installed <br />in the Downtown Santa Ana area of Fourth Street between Ross and French Streets. With approval <br />of the recommended contract award, the City can leverage a nominal materials expense to support <br />an additional 5 to 6 years of holiday seasonal lighting. <br />Due to the varying specifications of light strands and layouts of industrial quality holiday street lights, <br />staff established a standard of comparison for analysis. Staff requested pricing of holiday lighting for <br />a typical street segment of 35 trees and 18 streetlight posts. The unit bid analysis is as follows: <br />A Dekra -Lite Decoration Innovation: $12,466.86 <br />B The Decor Plan: $15,911.40 <br />C Advanced Decor: $15,909.75 <br />Taking quality, options for expandability, and ease of installation and removal into consideration, staff <br />recommends purchasing the holiday lighting and decorations from Dekra -Lite Decoration Innovation. <br />Not only did this vendor provide the lowest bid, but they are also a well- known, local vendor that <br />carries a wide selection of holiday lighting. <br />25L -1 <br />
