Adopt a resolution on ballot question. <br />3. Adopt a resolution authorizing submittal of written arguments for or against the proposed City <br />Measure. <br />4. Approve guidelines for preparation of arguments for or against the proposed Ordinance, fix <br />the date for the submission of Direct Arguments and Rebuttal Arguments, and post the notice <br />for the argument process in accordance with the provisions of the California State Elections <br />Code, <br />5. Authorize the City Attorney to prepare an Impartial Analysis to be submitted for consideration <br />by the voters. <br />6. Direct staff to process all other documents required to proceed with the proposed City <br />Measure. <br />BACKGROUND <br />On February 19, 2013 the City Council received the Certificate of Sufficiency indicating the <br />proponents of the Santa Ana Medical Cannabis Restriction and Limitation Initiative obtained the <br />necessary valid signatures to have the initiative placed on the ballot at the next general election <br />in November, 2014, In March, 2013 staff presented a report to the City Council analyzing the <br />proposed initiative to assist the Council in making a decision to either adopt the initiative as <br />submitted or to submit it to the voters at the November 2014 general election. <br />55D -1 <br />
