Medical Marijuana Ballot Initiative
June 17, 2014
Page 4
therefore, is not required to provide any environmental impact analysis. In contrast, the City -
sponsored initiative is subject to CEQA review.
Therefore, in accordance with this requirement, staff reviewed the Environmental Checklist Form
(Appendix G of the CEQA Guidelines) to determine if there would be any possibility that the City -
sponsored initiative would have the possibility of creating any environmental impacts. Based on
this review, staff has determined that the establishment of regulations for medical marijuana
collectives does not meet any of the thresholds contained in the Checklist that would trigger an
environmental impact. According to the "general rule exemption" (Section 15061(b)(3)) of the
CEQA Guidelines, projects which have no potential for causing a significant effect on the
environment are not subject to CEQA. No further environmental analysis is required. A notice of
exemption will be filed for this project.
FISCAL IMPACT
The cost to consolidate the General Municipal Election is estimated to be $225,000.
