Authorize staff to proceed with the Bristol Street design which results in meeting Orange County <br />Transportation Authority and City goals. <br />2. Authorize staff to proceed with full -take property acquisitions on Bristol Street between <br />Washington Avenue and 17th Street based on the approved Bristol Street Final Environmental <br />Impact Statement/Environmental Impact Report, EIS No. 89 -01. <br />3. Adopt a Resolution approving an Addendum <br />Statement/Environmental Impact Report for <br />between Washington Avenue and 17th Street. <br />DISCUSSION <br />to the Bristol Street Final Environmental Impact <br />the Bristol Street improvements and widening <br />Bristol Street is a north -south transportation facility designated as a major arterial highway in the <br />City's Circulation Element of the General Plan. Improving and widening the 3.9 -mile Bristol <br />Street segment from Warner Avenue to Memory Lane is a long -term priority project that is being <br />constructed in several phases. Although the Orange County Transportation Authority (OCTA) <br />has helped identify funds for the majority of Bristol Street segments, the City has been obligated <br />to complete the improvements in phases to coincide with the cash flow from various grants. <br />The Bristol Street improvements include constructing sidewalks, bike lanes, and raised <br />landscape medians; planting trees; and installing street lights. The roadway would be widened <br />to accommodate all transportation uses, including pedestrians, bicycles, autos, and buses. <br />The recommended design follows the OCTA Master Plan of Arterial Highways and meets City <br />goals of enhancing pedestrian safety and walkability, improving traffic operations, and reducing <br />congestion. The Bristol Street design incorporates Complete Streets features and <br />accommodates future Complete Streets standards, including adherence to the City's Draft <br />Bicycle and Pedestrian Master Plan. The recommended improvements are compatible with <br />55C -1 <br />
