ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase IIIB — Washington Avenue to 17fh Street <br />3.0 ENVIRONMENTAL CONSEQUENCES <br />This section describes the effects of the proposed Project as compared to those identified in the previously <br />approved 1990 FEIS /EIR document, and to existing conditions and any changes in regulatory setting <br />since the previously approved 1990 FEIS /EIR. Furthermore, this section analyzes the potential <br />environmental impacts associated with the proposed Project. The issue areas evaluated in this document <br />include the following, pursuant to Appendix G of the CEQA Guidelines, and have been modified to <br />evaluate the proposed Project changes for which an FEIS /EIR has been previously approved (in 1990) to <br />assist in the detennination of the need for a supplemental EIS /EIR or an Addendum. <br />The modified Initial Study checklist, comparing the effects of the Project modifications as compared to <br />those analyzed in the 1990 FEIS/EIR, is found in Appendix A. <br />• Aesthetics <br />• Agricultural and Forestry Resources <br />• Air Quality <br />• Biological Resources <br />• Cultural Resources <br />• Geology and Soils <br />• Greenhouse Gas Emissions <br />• Hazards and Hazardous Materials <br />• Hydrology /Water Quality <br />• Land Use <br />• Mineral Resources <br />• Noise <br />• Population and Housing <br />• Public Services <br />• Recreation <br />• Transportation/Traffic <br />• Utilities /Service Systems <br />• Mandatory Findings of Significance <br />A summary of impacts of the previously approved Project and the mitigation measures imposed is <br />provided along with an analysis of the potential impacts resulting from the proposed Project and whether <br />those impacts substantially exceeds those discussed in the previously approved 1990 FEIS /EIR. <br />3.1 Aesthetics <br />This section corresponds with Section IV - Environmental Consequences and Mitigation Measures, <br />Subsections A - Landfonn Modification, G - Urban Landscaping, J - Light and Glare, and K - Aesthetic <br />Considerations of the previously approved 1990 FEIS /EIR. <br />a.) Have a substantial adverse effect on a scenic vista? <br />The proposed Project would not result in any significant modifications or changes from the previously <br />approved 1990 FEIS /EIR. The Project is located within a highly developed urban area of the City of Santa <br />Ana. No scenic vistas are located within the Project area.
