REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 1, 2014 <br />TITLE: <br />APPROPRIATION <br />ADJUSTMENT ACCEPTING <br />ADDITIONAL FY2011 <br />HOMELAND SECURITY <br />GRANT PROGRAM FUNDS <br />CLERK OF COUNCIL USE ONLY: <br />. * _W <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY MAN ER <br />RECOMMENDED ACTION <br />Approve an Appropriation Adjustment recognizing additional FY 2011 Urban Areas Security <br />Initiative funds in the amount of $681,000 in the FY 2011 Urban Areas Security Initiative Program <br />Grant revenue account (no. 12514002 52001) and appropriate same in the grant expenditure <br />accounts (nos. 12514407 - various). <br />DISCUSSION <br />The United States Department of Homeland Security has developed the Urban Areas Security <br />Initiative funding program (UASI), which provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti - terror equipment, planning, training, <br />exercises and technical assistance. In FY 2006 the United States Department of Homeland <br />Security combined the Anaheim UASI and the Santa Ana UASI into a single Urban Area. The <br />City of Santa Ana is designated as an Urban Area Core City and shares grant administrative <br />responsibilities with the City of Anaheim. <br />In September of 2011 the City of Santa Ana was awarded $7,421,142 in UASI grant funds. In <br />July of 2012, the California Emergency Management Agency (CaIEMA) identified the City of <br />Santa Ana to receive additional FY2011 Homeland Security Grant Program funds in the amount <br />of $300,000 for use in supporting the Orange County Intelligence Assessment Center. In May of <br />2014, the California Governor's Office of Emergency Services identified the City of Santa Ana to <br />receive additional FY2011 Homeland Security Grant Program funds in the amount of $681,000. <br />These funds will be used to fund regional projects, including Orange County Intelligence <br />Assessment Center operations, enhancements to the OC Civic Center Surveillance System, and <br />hazardous materials detector equipment for the Regional HazMat Teams. <br />20C -1 <br />
